Metal Industries Research & Development Centre (MIRDC) and subordinate Maritime Technology Innovation Center by Metal Industries Research & Development Centre (MTIC), a government-affiliated R&D organization under Taiwan's Ministry of Economic Affairs (MOEA), play key roles in advancing offshore wind safety and emergency preparedness. Since 2021, MIRDC has been entrusted by the Energy Administration to establish and operate the MTIC at Xingda Port, Kaohsiung — Taiwan's first integrated hub for offshore wind training, research, and engineering innovation.
The Centre consists of three major centers:
1. The Marine Technology and Engineering Training and Certification Center: Offering GWO and OPITO international certifications along with tailored professional training programs.
2. The Marine Technology Industry Innovation and R&D Center: Serving as a platform for ocean technology development and industrial innovation.
3. The Offshore Engineering Center: Featuring an international-class deep-water test tank capable of simulating wind, wave, and current conditions.
MTIC emphasizes that prevention is the most effective form of emergency response. While search and rescue are vital mechanisms, the key lies in reducing risks before incidents occur. Through advanced training systems, safety education, and technical innovation, MTIC strives to enhance Taiwan's offshore wind resilience and ensure safer, more sustainable operations across the maritime energy sector.
