MOEA Deputy Minister attends the ITRI's Net Zero Transition Forum, where collaboration across sectors accelerates the promotion of deep energy saving.

Deputy Minister of Economic Affairs(MOEA) Chin-Tsang Ho attended the 2025 Industrial Technology Research Institute (ITRI) NET ZERO DAY Forum, titled "Building a New Force for Energy Efficiency," organized by ITRI. During the forum, he affirmed ITRI's contributions to innovative energy transition technologies and the participation of key enterprises. He also expressed hope that energy efficiency solutions utilizing digital technologies would be implemented across various industry sectors to help achieve the nation's carbon reduction goals. He emphasized that technological innovation is the core driver of energy-saving efforts and that Taiwan will accelerate the promotion of deep energy-saving programs through relevant regulations and incentives.

The MOEA pointed out that according to the International Energy Agency (IEA) report, improving energy efficiency is one of the key measures to achieve global carbon reduction goals. Over the past five years, energy efficiency in Taiwan has improved at an average annual rate of 5.4%, surpassing the global target of a 4% annual improvement set by COP28.

The MOEA stressed that in response to global climate change challenges and the trend toward net-zero carbon emissions, the Ministry is actively promoting deep energy-saving measures. This includes a three-phase approach: "Top Ten State-owned Enterprises Leading the Way," "Nine Ministries Collaborating on Energy Savings," and "Industry-wide Expansion." The Ministry also continues to subsidize the replacement of old air conditioners and refrigerators in homes. Over the four-year period (2024–2027), this initiative is expected to save 20.6 billion kWh of electricity, equivalent to a reduction of 10.18 million metric tons of carbon emissions.

As of March 2025, deep energy-saving initiatives have saved 5.6 billion kWh of electricity, equivalent to the output of 2 Unit 1 at the Taichung Power Plant, or the annual electricity consumption of 1.34 million households. To assist industries in promoting energy-saving measures, the Ministry has launched a cross-ministerial energy-saving counselling mechanism, established energy-saving improvement models, and introduced Energy Service Companies (ESCOs) to help enterprises implement energy-saving practices. Over 1,200 companies from both public and private sectors have already participated in deep energy-saving initiatives.

In addition, the MOEA has continued to promote subsidies for replacing old home appliances with energy-efficient models since 2023, encouraging the public to replace old air conditioners and refrigerators with 1st energy efficiency rating labeling . Each new appliance can receive a subsidy of NT$3,000. By the end of March 2025, a total of 3.472 million air conditioners and refrigerators have been replaced. The Ministry noted that due to the freezing of some subsidy budgets by the Legislative Yuan, the number of subsidized units is expected to decrease by 600,000 this year, and the application period will be shortened until the end of October. If funds are exhausted, applications will close earlier. The Ministry urges those who wish to apply for the subsidy to complete their appliance replacement application process soon.

Looking ahead, the MOEA plans to accelerate the deep energy-saving program by integrating various policy tools and the latest high-efficiency energy-saving technologies. This will not only effectively reduce energy consumption but also promote the development of the ESCO industry. The Ministry hopes to work together with the industry to achieve energy-saving and carbon reduction goals. At the same time, it encourages everyone to actively participate in replacing old appliances to move toward the vision of achieving net-zero emissions by 2050.
