Copenhagen Infrastructure Partners (CIP), the investor behind the development of Fengmiao Wind Farm, announced today (28th) that it has submitted the original copies of bank performance guarantee letters totaling 1 billion New Taiwan Dollars to the Ministry of Economic Affairs and the Bureau of Energy on this day, completing the application process for the signing of the administrative contract.

In the first round of Phase 3 Offshore Wind Zonal Development Selection Process, Fengmiao Wind Farm secured the top position, receiving the highest ratings regarding financial capacity, technical prowess, and localization level. Over the past two years, Fengmiao Wind Farm has actively negotiated Corporate Power Purchase Agreements (CPPAs) with enterprises needing green energy, with positive progress thus far. The high completeness of the main supply chain procurement contract for Fengmiao Wind Farm, coupled with a firm grasp of project cost expenditure, component manufacturing, and wind farm construction timelines, has instilled confidence in CIP for the successful grid connection of the Fengmiao project by 2027.

In pursuit of fairness in the development process, CIP urges the government to release the capacity of unsigned wind farms after the administrative contract signing application deadline on August 30th. Regarding the formulation of rules for the second phase of selection, CIP strongly encourages the government to engage in thorough discussions with the industry through formal channels, including convening official consultation meetings and considering concrete suggestions submitted in writing to reduce unnecessary speculation and inference that may hinder the integration of industry opinions.

CIP anticipates that by promptly completing the administrative contract signing process, it will support Taiwan's energy transition policies and collaborate with the government, local supply chains, green energy enterprise users, and financing institutions to jointly achieve the world's first large-scale localization of an offshore wind farm through the CPPA sales model, thereby contributing to the realization of Taiwan's energy goals.
