|Vietnam Electricity Seeks Input From Businesses Regarding the "Draft Law on Electricity (amended)"
On the afternoon of 3/5, at the headquarters of Vietnam Electricity, the workshop to collect comments on the Draft Law on Electricity (amended) continued with the focus topic "Development of renewable energy and new energy."

According to the draft, Article 26: "Projects in this sector include two main works: Power Plants and Power Grids. In particular, the definition of an offshore power plant stipulates that a wind power plant has an entire wind power turbine built within 6 nautical miles of the sea and has a large seabed depth (specifically determined according to actual survey data prescribed by the Government). Another one is that units designated as investors may not transfer more than 49% of the total project investment or capital contribution, and the approval authority for offshore wind power project investment policies determines the transfer of contributions. This provision aims to ensure that owners retain significant control over the project and demonstrate a firm commitment to its success.

Representing APC Corporation from the CPI Group, Nguyen Thanh Tra commented on the aforementioned regulations regarding offshore wind farms. According to Tra, the crucial aspect is the 6-mile distance. Yet, given the requirements for seabed depth, without specific data on the depths of all underwater terrains in Vietnamese waters, it is impossible to determine suitable locations for offshore wind farm construction.

Regarding the provision concerning "units designated as investors may not transfer more than 49% of the total project investment or capital contribution," corporate entities argue that investors should be allowed to transfer within a certain period after project commissioning, rather than throughout the entire project lifecycle.

Tran Viet Hoa, Director of the Electricity Regulatory Authority presiding over the meeting, echoed the opinions mentioned above, stating that defining the requirement of offshore wind farms being 6 nautical miles away is clear. As for depth requirements, due to variations in the depths of Vietnamese waters, research, investment, construction, operation, and maintenance costs vary. Therefore, it is necessary to regulate the seabed depth for offshore wind power projects. Regarding the provisions on project transfer, Hoa stated: "A seamless transition period is needed, and investors must bear basic responsibilities until the project concludes to avoid delays or situations where transfer becomes unfeasible."

|Global Wind Turbine Manufacturers Achieve New Record with 121 GW Installed Capacity in 2023
Wind turbine manufacturers supplied a record amount of volume in 2023, according to Global Wind Energy Council (GWEC) market intelligence. A total of 30 wind turbine manufacturers installed 120.7 GW of new capacity last year, despite a challenging macroeconomic environment and continuing supply chain challenges.

Within this 120.7 GW of new capacity, Chinese suppliers installed 81.6 GW in 2023, making Chinese companies occupy four of the top 5 spots in this year's supplier rankings. Goldwind emerged as a top supplier in 2023, with Envision moving up three positions to second place and Denmark's Vestas in third place. Windey Energy Technology and Ming Yang Wind Power occupy fourth and fifth place respectively, with the latter the world’s largest offshore wind turbine supplier in 2023.

In the year 2023, some 97% of Chinese manufacturers' installations were in the domestic market. Chinese companies installed 2.3 GW outside of their home market, with 63% of that in the Asia-Pacific.

In terms of total global cumulative wind turbine installations, Vestas, Siemens Gamesa and GE Vernova remained the world's top three wind turbine suppliers at the end of 2023.

|Energy Vault Secures a 200 MW Contract for BESS in Australia
Energy Vault Holdings and ACEN Australia have reached contractual agreements for two Battery Energy Storage System (BESS) deployments totaling 200 MW in Australia. Construction on both deployments is expected to begin in the second half of 2024, with commercial operations expected in 2025 and 2026. The agreements are under final contract procedural preparation and are expected to be executed and closed formally within the first half of May 2024.

Under the agreement, Energy Vault will deploy both a 50MW/100MWh BESS and a 150MW/300MWh BESS at ACEN Australia's 720MW New England Solar, one of the largest solar projects to participate in Australia's National Electricity Market (NEM). ACEN Australia's New England Solar, located near Uralla, completed Stage 1 of the construction of solar generation (400 MW) and was officially brought online. Upon completion of Stage 2, the site will generate a total of 1800 GWh of renewable electricity annually.

The BESS deployments, developed under Energy Vault's B-VAULT integrated battery energy storage solutions, will be coupled with a Siemens S120 inverter, which enables grid support functionalities such as voltage and frequency ride-through, grid support during disturbances and reactive power control.
