Formosa 4 Receives Allocation for Phase3 Zonal Development Capacity, Urges Early Announcement of Bid Rules to Accelerate Net Zero Emission Goals
Synera Renewable Energy (SRE) announced that the Formosa 4 Offshore Wind Project (Formosa4) has been allocated 495 MW of development capacity by the Ministry of Economic Affairs in the first round of auction for Phase 3 Zonal Development of Offshore Wind.
The Formosa 4 Offshore Wind Project is being led by SRE and is supported by Stonepeak, a leading alternative investment firm specializing in infrastructure and real assets. Formosa 4 is the first offshore wind project being developed solely by a local team since Taiwan commercialized offshore wind. The development will be located off the coast of Tongxiao Township, Miaoli County in northwestern Taiwan, and will stretch over approximately 85 square kilometers. The shortest distance to shore will be around 20 kilometers. It is planned to use wind turbines with a rated power of 9.5-20 MW each. The maximum total installed capacity is expected to be up to 1,104 MW.
SRE hopes that the new administrative contract that is still under intensive negotiation between the government and selected developers will soon be finalized and promulgated. As to the administrative contract for the second round of auction in 2023, SRE would like to call on the competent authority to thoroughly discuss the contract with offshore wind companies and finalize it before the announcement of the bidding and selection rules. It is hoped that there will be at least six months of preparation time for developers to carry out the bid evaluation and resource planning properly.
Lucas Lin, the chairperson of SRE, stated, "The recognition Formosa 4 earns has a massive impact on our corporate development and encourages us to prepare for the next round of auction more actively. Taiwan has some of the best offshore wind resources in the world. Over the past decade, our team has accumulated rich local experience in development, construction, and operations and maintenance (O&M) through the demonstration phase and potential site phase. Our team is looking forward to putting the experiences and lessons to good use in Formosa 4 and other offshore wind projects."
