The MOENV convened the 5th Carbon Pricing Advisory Committee meeting of 2024 September 9

The Carbon Pricing Advisory Committee held its fifth meeting this morning (September 9). In terms of rate planning, the preliminary recommendation is to set the general carbon price range between NT$300 and NT$500 per ton. It is also suggested that the rate be reviewed and adjusted in stages every two years.
The MOENV plans to convene the sixth meeting of the advisory committee between late September and early October to deliberate on the proposed ranges for the initial general and preferential rates. MOENV explained that the purpose of implementing carbon pricing is to drive reduction efforts. Entities subject to carbon pricing that adopt effective measures to significantly reduce greenhouse gas emissions and meet specified targets may apply for preferential rates through an approved voluntary reduction plan.
Committee members agreed that when setting the carbon pricing rates, efforts should be made to maximize the difference between general and preferential rates to enhance economic incentives for industries to actively engage in reduction measures.
MOENV added that there are differing views among the committee members regarding the carbon pricing rates. Discussions covered the rate adjustment mechanisms, the sufficiency of the economic incentives, impact assessments under various rate scenarios, and the potential reduction outcomes of the carbon pricing system. Additionally, it was suggested that for long-term carbon pricing rates (post-2030), consideration should be given to international carbon price levels, with a proposed range of NT$1,200 to NT$1,800 per ton.
