CWind Taiwan awarded multi-year BoP O&M contract from Changfang & Xidao offshore wind project (CFXD), as well as the Zhong Neng offshore wind project.

CWind Taiwan, a joint venture between International Ocean Group (IOG) and CWind, part of the Global Marine Group (GMG), has been awarded a 6-year contract for the operation and maintenance of the Balance of Plant (BoP) scope for Changfang & Xidao (CFXD) as well as Zhong Neng (ZN) offshore wind farms. The wind farms are located off the west coast of Taiwan, with a total of 93 positions.

The scope of work, which has already seen work commence offshore and onshore in 2022, will see CWind Taiwan carry out topside and subsea Inspection, Maintenance and Repair (IMR) of the jacket foundations, subsea cable surveys, spare cable storage, onshore substation IMR, and overall project management services.

As part of the package, CWind Taiwan are working with several local companies including E & Y ELECTRIC CO., LTD who will provide electrical inspection services, and IOG who will provide cable burial survey and multibeam and side scan surveys. In addition, CWind Taiwan will deploy survey-class ROVs to conduct subsea structural inspections, with a training program in place to develop a pool of highly-skilled Taiwanese ROV pilots to operate the subsea vehicles. The contract scope further includes all the offshore logistics for the three windfarms, which will be provided by CWind Taiwan’s fleet of CTVs.

Tom Manning, General Manager at CWind Taiwan said: “We are delighted to confirm this significant contract award from CFXD and ZN projects. Since establishing CWind Taiwan we’ve been building our scope of services and local execution capability around dedicated in-house technicians, capable project management teams, and specialist offshore assets, in readiness for delivering safe, efficient, and professional turnkey O&M contracts such as this. By delivering all their Balance of Plant O&M requirements we will help both CFXD and ZN maximize their windfarms’ performance and revenue generation through their operational lifetime by innovating and optimizing our solution, and continuing to develop Taiwan’s domestic supply chain.”

“The combined capacities of the CFXD and ZN windfarms will supply clean energy equivalent to the need of a million Taiwanese households. With CWind Taiwan’s track record and strong presence in the Taiwanese market, we believe this is a robust partnership for optimizing the operability of our wind farms,” says Dennis Sanou, CEO of the CFXD project.

Joris Hol, CEO of the ZN project, also welcomes CWind Taiwan onboard, saying,

“We look forward to together cooperating and maximizing the operational efficiencies of the joint 900MW-windfarms.”

Bart van der Wielen, Operations Principal Asia Pacific at Copenhagen Infrastructure Partners, developer of CFXD and co-developer of ZN projects, mentioned:

“Copenhagen Infrastructure Partners are looking forward to working together with CWind Taiwan on the O&M of the Balance of Plant scope for the Changfang Xidao and Zhong Neng offshore wind farms. As a trusted partner, CWind will bring deep O&M expertise for large-scale offshore wind assets to the projects, with a strong commitment to further develop the local presence in Taiwan in terms of (offshore) technicians and personnel.”
