From December 9 to 11, 2025, Minister of Economic Affairs, Ming-Hsin Kung, led a delegation to Poland, attending the Taiwan-Poland Business Forum on December 10 and officiating the opening ceremony of the Taiwan Trade and Investment Service Center in Warsaw. The event was supported by Konrad Wojnarowski, Deputy Minister of the Ministry of Energy, Jacek Karnowski, Deputy Minister of the Ministry of Development Funds and Regional Policy, and other Polish economic and trade officials. Prior to the forum, Minister Kung also witnessed the signing of a memorandum of understanding (MoU) on drone cooperation, further deepening Taiwan-Poland collaboration on democratic supply chains and economic partnership.

During the visit, the delegation met with Michal Kaminski, Deputy Speaker of the Polish Senate, and several cross-party pro-Taiwan legislators to exchange views on geopolitics, supply chain security, digital transformation, and energy. Polish lawmakers highlighted that the Pro-Taiwan Parliamentary Group is the largest in the Polish Parliament, underscoring Taiwan's critical role in the global technology supply chain and expressing support for strengthening bilateral ties.

In recent years, Taiwan-Poland economic and trade relations have been steadily intensifying. The Taiwan-Poland Business Forum attracted over 120 participants from both countries' business sectors. During the forum, Minister Kung inaugurated the Taiwan Trade and Investment Service Center in Warsaw, the fourth such center established overseas by Taiwan's Ministry of Economic Affairs (MOEA), following Prague, Fukuoka, and Dallas. The center aims to assist Taiwanese companies planning overseas expansion by removing investment barriers and reducing costs, thereby tapping into Central and Eastern European market opportunities.

Looking ahead, the MOEA plans to hold "Taiwan Expo" in Europe in late June 2026, for the first time in Warsaw, Poland. This initiative has received strong support from Polish officials and business leaders and will leverage both government and private sector resources to highlight Taiwan's strengths in high-tech, smart manufacturing, green and sustainable energy, cybersecurity, and resilient urban development, fostering deeper bilateral partnerships in strategic industries.

During the forum, Minister Kung noted that exchanges between Taiwan and Poland have grown significantly closer since his last visit. Regarding the European Union's AI development strategy, he emphasized that Poland could leverage Taiwan's AI supply chain expertise to compete for the EU "AI Gigafactory" initiative. Beyond AI and semiconductors, Taiwan and Poland also have strong potential for collaboration in drones, electric vehicles, and green energy supply chains. In addition to continuing to promote deeper business exchanges, Minister Kung suggested that universities and technology research institutions from both sides strengthen cooperation, making full use of resources such as the Central and Eastern Europe Investment Fund and the Polish National Development Fund to advance bilateral economic and industrial linkages.

Regarding the interest of the Taiwan Electrical and Electronic Manufacturers' Association (TEEMA) in establishing a technology park in Poland, Minister Kung stated that the Ministry will actively assist Taiwanese companies with global expansion, providing support to enhance business exchanges and facilitate supply chain collaboration between enterprises from both countries.

Prior to the forum, Minister Kung witnessed the signing of a MoU between the Taiwan Excellence Drone International Business Opportunities Alliance (TEDIBOA) and the Polish Chamber of UAV Industry (Polska Izba Systemów Bezzałogowych, PISB). The agreement was signed by representatives from Taiwan's AIDC company and Poland's Terra Hexen company.

In his remarks, Minister Kung highlighted that Poland is Taiwan's largest export market for drones. He expressed hope that through this MoU, Taiwan and Poland could capture opportunities in the "non-red supply chain" for drones and jointly develop a safe and reliable drone industry ecosystem. According to the Ministry of Economic Affairs, as of October 2025, Taiwan's total drone exports reached USD 54.75 million, representing an 11.4-fold increase compared to 2024. Exports to Poland accounted for nearly 40% (approx. USD 21.51 million), maintaining its position as Taiwan's largest drone export market, underscoring the growing closeness and potential of Taiwan-Poland drone cooperation.
