MOEA Unveils New Offshore Wind Power Roadmap, Targeting Up to 27.9 GW of Installed Capacity by 2039

The MOEA announced the "2026–2039 Offshore Wind Mid- to Long-term Development Plan," aiming to add approximately 15–18 GW of offshore wind development capacity. Under a four-year auction mechanism, around 8 GW will be allocated in each phase, with the government targeting cumulative installed capacity of 18.3–19.9 GW by 2035 and 24.7–27.9 GW by 2039.

The MOEA stated that growing electricity demand from semiconductor, AI, and high-tech industries is expected to drive annual power consumption growth of 2.5% between 2026 and 2035, making offshore wind a key source of stable green electricity supply.

Taiwan has completed the construction of more than 500 offshore wind turbines with a total installed capacity of approximately 4.9 GW through its three-stage development strategy of demonstration, potential zones, and zonal development. To support long-term expansion, the government will collaborate with the Ministry of National Defense, Ministry of Transportation and Communications, Ministry of Agriculture, and other agencies to identify additional offshore wind development areas.

The MOEA also plans to begin promoting floating offshore wind projects from 2026, while advancing 4 key strategies: establishing clear policy pathways, strengthening local supply chains, improving green finance mechanisms, and enhancing interagency coordination.

As of July 10, Taiwan had 8 completed offshore wind farms, ranking third globally in new offshore wind capacity additions in 2025 and fifth in cumulative capacity, with annual generation exceeding 10 billion kWh. The MOEA emphasized that operational wind farms have remained stable through multiple typhoons and earthquakes, and the government will continue supporting offshore wind development to enhance green power supply, energy security, and industrial competitiveness.
