Iberdrola Calls for Timely Release of 3.2 Offshore Wind Zonal Development Selection Process Rules and Administrative Contract Details Before the Third Quarter

Iberdrola announced on the 31st that five winning bidders had completed the signing of administrative contracts for the 3.1 Offshore Wind Zonal Development, marking a significant milestone in Taiwan's offshore wind industry. Iberdrola also urged the Taiwanese government to release the regulations and administrative contract details for the 3.2 Zonal Development later this year, facilitating developers' project planning regarding engineering, finance, and vessel scheduling. This move is pivotal in advancing Taiwan's energy transition and enhancing its corporate competitiveness by providing ample green energy.
Kevin Liu, the General Manager at Iberdrola, remarked, "Iberdrola Taiwan has been actively preparing for the 3.2 Offshore Wind Zonal Development Selection Process over the past year. During this period, we have maintained consistent communication with our headquarters in Spain and our engineering team in the UK. The objective is to leverage our accumulated years of experience in wind farm planning, construction, and operation, as well as our sound financial conditions for offshore wind farm development in Taiwan. We are also cognizant that many capable developers are still eager to invest in Taiwan's offshore wind farm development. To facilitate this, we earnestly hope the Taiwanese government will expedite the publication of the 3.2 Zonal Development Selection Process regulations and administrative contract details, streamline the tendering process, and announce the selection results by March next year. This ensures that all wind farms can connect to the grid as scheduled, preventing unwarranted delays in Taiwan's renewable energy target schedule."
Regarding the 3.2 Offshore Wind Zonal Development Selection Process, Iberdrola Taiwan put forward three recommendations:
1. Urging the competent authorities to publish the 3.2 Offshore Wind Zonal Development Selection Process rules and amended administrative contracts by the end of the third quarter of this year to avoid any delay or hesitation in contract signing by some developers due to ambiguity in contract terms.
2. Global developers and system providers are facing pressure from rising interest rates, inflation, and soaring costs. The financial soundness and technical capabilities of developers will become vital factors in ensuring timely completion of wind farms, and should be significant considerations when selecting developers.
3.Striving to complete the selection process by the end of the first quarter of 2024, as Taiwan's offshore wind has entered the 3.2 Zonal Development phase. Streamlining the tendering process and focusing on essential, concise documentation can expedite the review committee's assessment and decision-making, enabling developers to seize the relatively short weather windows each year for offshore exploration and related operations.
