Formosa 2 Wind Power Marks Milestone with First Offshore Rescue Exercise

Formosa 2 Wind Power successfully completed the Ministry of Transportation's "2024 Offshore Wind Power Disaster Prevention Drill" at the Port of Taichung on September 3, showcasing government-private sector collaboration to enhance wind farm safety and emergency response capabilities.
Formosa 2 Wind Power worked closely with the Maritime Port Bureau (MOTC), Energy Administration- MOEA, National Airborne Service Corps - Ministry of the Interior, Coast Guard Administration - OAC, and the National Rescue Command Center in nearly 2 months of preparations for the exercise. This drill marked the first time the scenario of an "offshore wind turbine technician injury and unconsciousness" was simulated, successfully executing Taiwan's first offshore wind turbine rescue exercise.
During the drill, the Operation Control Center (OCC) of Formosa 2 Wind Power adjusted the wind turbine blade to a "Y-shaped bunny ear position" to prevent blade movement, facilitating the helicopter rescue operation by the National Airborne Service Corps and the Coast Guard Administration. This measure aims to improve the efficiency of future rescue operations.

Moritz Horn, CEO of Formosa 2 Wind Power, stated: "Formosa 2 Wind Power is honored to collaborate with the Taiwanese government to set a national precedent for offshore disaster prevention. On July 10, Taiwan completed its first offshore wind turbine rescue drill, mitigating potential risks in unique rescue scenarios." The drill simulated an offshore wind turbine technician injury in the turbine nacelle, where other technicians immediately assessed the situation following the Emergency Response Planning (ERP). Formosa 2 Wind Power's OCC coordinated with the National Airborne Service Corps to request helicopter rescue, demonstrating an aerial rescue scenario.
Sebastien Husson, Operations Manager for Formosa 2 Wind Power OCC, further emphasized the importance of time in offshore rescue missions, noting that the exercise highlighted the team's emergency response capabilities.
The Health and Safety Manager for Operations and Maintenance at Formosa 2 Wind Power reported that the wind farm has maintained a record of 546 accident-free days. Despite the challenges posed by the "0403 Earthquake" (2024 Hualien Earthquake) and Typhoon Gaemi, the wind farm's operations were unaffected, continuing to function smoothly.
As the first operational wind farm in Taiwan's Phase II offshore wind power projects, Formosa 2 Wind Power has been in operation since September 2023. In addition to enhancing wind farm operations and safety, the company has been actively implementing ESG initiatives. These efforts include donating chart systems and life jackets to maritime workers along the Zhunan and Miaoli coastlines, demonstrating its commitment to sustainable development and community welfare.
