Taiwan Carbon Solution Exchange (TCX), the international carbon credit trading platform, was officially onboard on the 22nd, with the business community eagerly embracing the arrival of carbon trading. Ming-Hsin Kung, Head of the National Development Council, stated that the first transaction in carbon trading might involve foreign carbon credit transactions. The initial stage online doesn't currently offset carbon fees, and specific reductions are still unclear as related regulations are expected to be formulated next year.

Finance ministers from the 27 EU countries, after reaching a compromise in France and Germany, have agreed to loosen budget regulations to stimulate investment while maintaining control over debt and spending. The agreement relaxes fiscal constraints imposed on EU member states during COVID-19, including debt not exceeding 60% of GDP and public deficits not surpassing 3%, among others. While reaffirming the 3% deficit target, it eases the requirements for expenditure cuts, reflecting the post-pandemic reality.

The Ministry of Economic Affairs (MOEA) officially announced the "Industrial Relevance Plan for Offshore Wind Zonal Development" (Stage 2: Applicable to those completed and grid-connected in 2028 and 2029). This policy is designed with 3 objectives: energy self-sufficiency, industrial resilience, and establishing an Asian base. The three approaches involve (1) offshore wind farm developers committing to implement the Industrial Relevance Plan independently; (2) ongoing development of industrial resilience, emphasizing industry clusters, facilitating investment, and fostering job creation; (3) execution methods encompass industrial procurement, industry collaboration (technology transfer, licensing, commissioned manufacturing), and industry investment (sole proprietorship, joint ventures).

Based on "Offshore Wind Power Zonal Development Site Capacity Allocation Guidelines," the Ministry of Economic Affairs (MOEA) officially declares the commencement of the offshore wind 3.2 auction application period. Applicants can submit their applications from 9:00 AM on March 11, 2024, until 5:00 PM on April 10, 2024.

On December 9, 2023, a hiking event promoting senior-friendly development took place in Yanshuei, Tainan. A total of 122 seniors from 10 communities participated in the 1.6 km walk, starting at the Tianliao community and becoming a significant highlight for the local area.
