At a time when the global energy order is being reconfigured, when AI is driving a new industrial revolution, and when geopolitical landscapes are shifting at unprecedented speed, Taiwan is ascending to a strategic altitude never seen before. What will shape Taiwan’s next decade is not merely its energy policies, industrial upgrading, or diplomatic direction, but whether we can fully grasp how energy industries, maritime governance, technology stewardship, and talent development are collectively transforming Taiwan from a "regional participant" into a "global nexus."

This issue of EnergyOMNI—adopts the theme "Energy × Technology × Diplomacy: Powering the Engines of a Sustainable Island Nation", presenting four core sections. Together, they explore integrated diplomacy, maritime energy strategy, diversified energy deployment, and talent and institutional development, while extending the analysis to Taiwan's emerging pathways in energy diplomacy.

Energy diplomacy is an undervalued source of Taiwan's national power. Through the Ministry of Foreign Affairs' 16-character strategy—public-private collaboration, leveraging the big to support the small, combining soft and hard power, and linking domestic and overseas ecosystems—it becomes clear how Taiwan is strengthening its international visibility and shaping new strategic partnerships. We express our sincere appreciation to Minister Lin Chia-Lung for his preface, and to Director Charles Chiang for sharing first-hand insights from missions accompanying the minister to allied nations. Their work demonstrates that energy technology and diplomacy are no longer slogans—they are Taiwan's emerging competitive edge. From Apogee Power's investment in Kansas to the establishment of overseas smart green energy demonstration sites, Taiwan is, for the first time, exporting technologies and systems that the world genuinely needs.

Strategic foresight is indispensable to Taiwan's energy development. As James Wu notes, AI data centers consume electricity on the scale of a mid-sized city. If their expansion is integrated early with renewable energy, smart grids, and robust governance structures, Taiwan will not only secure its industrial growth but also anchor its position in global competition—becoming a model for digital economies supported by sustainable energy infrastructures.

The defining challenge before us is whether Taiwan can reposition itself in the global energy arena through two strategic pillars—Energy-Technology Diplomacy and Maritime Nationhood: not as a peripheral actor but as a hub; not as a passive adapter but as a proactive architect of its own advantage.

The decade of offshore wind development has been Taiwan's first true exercise in "stepping onto the ocean." Professors Hung Wen-Ling and Wang Chih-Ping argue that wind farms are not simply about turbines—they are opportunities to build maritime engineering capacity, port infrastructure, industrial supply chains, and modern ocean governance. If Taiwan pursues only "electricity," it will remain a transit point for international EPCs; but if Taiwan pursues "maritime capability," wind farms become foundational infrastructure for a maritime nation. This marks a strategic shift: bringing the ocean back from a visual backdrop to the core of national planning.

Taiwan's next stage cannot be confined to "energy transition." It must be a simultaneous elevation across four strategic tracks—an integrated national upgrading project:

1. Going Global: Rewriting the Diplomatic Map Through Technology and Institutional Export Taiwan is moving from aid-based diplomacy to cross-domain partnership diplomacy. With technological strength as its foundation, and smart energy and governance systems as its fabric, the Prosperous Allies Initiative is enabling Taiwan to become the technological and energy backbone for partner nations.

2. Blue Energy Strategy: Becoming a True Maritime Nation If Taiwan does not proactively shape its maritime space and industrial deployment, its future in energy, industry, and national security will be defined by oceanic constraints—and by the strategies of others.

3. Energy Mix Resilience: Building a Predictable, Governable National Energy System As SoYoung Jang emphasizes, grid resilience, solar-wind-storage, geothermal, hydrogen, and AI-enabled energy governance are prerequisites for global supply chains to anchor themselves in Taiwan with confidence.

4. The Next-Generation Talent Base: Engineering Capacity That Can Stand on Site and Collaborate Across Cultures Taiwan does not lack concepts or plans—it lacks engineers who can be on the ground, tune equipment, and solve problems. Professors James Yang and Chen Yu-Hung, through the semiconductor equipment talent program at NKUST, are reinforcing the talent foundation that underpins Taiwan's national strength.

If Taiwan can shift diplomacy from ceremonial protocol to value-chain collaboration, it will gain meaningful entry into the global arena. If Taiwan can redefine the ocean as part of its national boundary and approach energy development from a strategic, integrated vantage point, it will secure the stability needed to support industries and earn global supply chains' trust. And if talent development can evolve from academic specialization to cross-domain competence, Taiwan's industries—and national capabilities—will be positioned for a new height in the decade ahead.

Taiwan stands at the threshold of transforming from an island into a true nexus to the world. We are living through a moment in which Taiwan is being redefined—between chaos and order, between disruption and renewal. And we are witnessing its unfolding in real time.
